Not Einstein. The theory of relativity was first proposed by GalileoGalilei in his Dialogue Concerning the Two Chief World's Systemsin 1632.
The theory of relativity reveals that all things are relative to each other movements. From here it was revealed that the velocity of an object can not be expressed in absolute, only relative to something else.
But not long after, Albert Einstein realized that Galileo made an error in his theory of relativity, or more likely the theory fails in the special conditions.
Einstein's work in 1905, On the Electro dynamics of Moving Bodies,is the first paper that discussed Special Theory of Relativity, whichexplains the peculiar properties of particles moving near the speedof light in a vacuum.
